Control of public funds should not be an internal affair of the government
Today Mariott Hotel Conference kicked off "Party control of public funds ," the organizational and financial support of the European Union.
The event is a part of the long-term project " System for effective control of public funds " and involving representatives of supreme audit institutions , including the Accounting Chamber of Azerbaijan for the first time . It is, as President Relief Fund for Market Economy Sabit Bagirov , intended to introduce the structure of audit with international best practices . Additionally, it was necessary to discuss the recommendations of non-governmental organizations responsible for this sector of government structures .
Unfortunately , the Chamber was presented not even by a member of the Board, but by an apparatchik - head of the department of law and public service Faig Najafov . " However, this is a plus , because until now the organization , controlled by the Milli Mejlis , never answered questions from the public," said chairman of the Center for Economic and Social Development Vugar Bayramov .
According to the parliamentarian Vahid Akhmedov, the audit of the budget in Azerbaijan is carried out by the government Agency of State Control under the Finance Ministry of AR , while the Chamber is designed to guard the interests of society. With increasing budget revenues the yearly inspection function should not only belong to the Milli Mejlis, but to the society as a whole - there should be established relationship of this structure with the deputies, as well as with non-governmental organizations , the media, the Prosecutor's Office , the Audit Chamber and other parties. Parliament is ready to consider a draft law on transparency in the adoption and implementation of the budget , prepared by local specialists in finance together with foreign specialists, he recalled . - 17C-
