Mayoralty of Baku entrusted contract and control to the same company
State Procurement Agency disclosed the purchase by the Executive Power of Baku city for eight months of the year, some of which do not fit within reasonable limits.
For example, the Department of Housing of Executive Power of Baku city signed a contract with the company AZ-Insaat on the implementation of the reconstruction , repair and improvement avenues , streets and intra- roads, sidewalks , and parks and alleys . The works were estimated at a total of 23,319,644 manats. The parties signed an agreement about the amount of AZN 5 million for the implementation of the control of these works. Logic dictates that the contract and the control for the same work can not and should not be carried out by the same company. But, apparently, no monitoring of public procurement nor the Mayor of Baku, Professor Hajibala Abutalibov noticed this fact. LLC AZ-Insaat is a longtime partner of BPI in Baku. In 2012, the company received from the City Council a contract worth more than 50 million manat for the implementation of the above activities, as well as the demolition of residential and non-residential buildings in the city. This year, for the demolition of residential and non-residential buildings the company received a contract at AZN 43 million from the Mayoralty of the capital.
In 2013 the Mayoralty signed the implementation of various activities and services at 134 556 000 manats. In 2012, this figure exceeded 452 million manat. It should be noted that the state budget for 2013 under the state capital construction projects gave the Baku Mayoralty 644 million manat. This is about twice more than last year.
This year, the Mayoralty of Baku reached an agreement with LLC Tarikhi Memarlig for the repair and restoration of facades and roofs of buildings, as well as their coverage, which would cost the state budget up to 67,999,798 manats. The same company will supply machinery and equipment for domestic purposes for a total of 15.6 million manat.
Note that in 2012-2013 in Baku they carried out the construction of two large underground garages. The work was entrusted to Ltd. Alpina-A. The contract for the construction of an underground garage under Azadlig Square amounted to 91,551,446 manats. In the area between the streets Fizuli and Badalbeyli they also built a park complex and the work has been assessed to the penny - 198,994,301 AZN 90 gepiks. 08B
