Presentation of a new Master Plan of Baku
On Tuesday the Baku State Planning Institute presented "the zoning plan and the use of the territory of Baku" (Master Plan). In accordance with this project, Baku and Absheron are divided into nine zones: South, North, East, Central, and five peripheral. Each area will have its own center. The plan covers an area of 248,000 hectares.
The implementation of the General Plan is provided until 2035, and is estimated at an astronomical sum - to 283.97 billion manats. The source of these funds has not been specified. The plan provides that by 2035 year the housing area of the capital will amount 97,780,000 square meters.
Director of the Baku State Institute of Planning Ilgar Isbatov said that in connection with the project, 122.000 buildings in Baku will be demolished or transferred.
"Demolition of the buildings will be everywhere, in the whole territory of the capital," he said.
Isbatov said that "over time" can be demolished "Khrushchevka," but first and foremost will be demolished 1-2 storey buildings. Master plan envisages the construction of the second ring road, which will connect the highway Baku-Sumgayit.
Construction of the ring road is planned in the northern planning area, the center of the village which will be a settlement of Mashtaga. With regard Mashtagi settlement is provided the implementation of the concept "Silent City," said Isbatov, without explaining what it means. At the same time, it is planned to create in Apsheron agricultural projects and the preservation of land for agricultural needs.
As part of the southern zone is proposed the formation in the village of Alat a "Smart City", the transport hub, as well as the creation of new specialized university for business management, he said, also explaining that means "Smart City." Master plan involves the formation in Alat settlement of the regional center with 200,000 people.
In addition, with the development of agriculture and agro it proposes the creation of campuses in Mardakan settlement and Hovsan. The General Plan also provides for the establishment in the village of Alat new passenger airport. Isbatov explained it as a necessity due to the development of tourism, in Alat creating a free trade zone. -71D-
