Ali Hasanov"s Secret Mission to Moscow
The chief ideologist of the authorities Ali Hasanov returned from another "secret" mission to Moscow. According to some leaked media reports, he held talks with representatives of the Russian presidential administration. As for the objectives of the mission, Hasanov's most trusted media source reported that he discussed bilateral relations and regional forums.
No concrete decisions or outcomes of the meeting were disclosed. In principle, there is nothing extraordinary in such a trip. It is unusual that such a mission was not entrusted to the Foreign Minister or his deputy, but to a man far from diplomacy. This is not the first such mission for Hasanov. With great fanfare, he was sent to Tehran to "rectify" damaged relations. Upon returning, Hasanov proudly reported that talks were held at a very high level (Deputy Minister of Culture), and all the problems were solved in bilateral relations. However, almost immediately after his return Tehran there were accusations of collaboration with Zionists and anti-Iranian factions in Azerbaijan. Iran arrested two Azerbaijani poets. After all this, Hasanov rejected public criticism and ridicule against Iran.
In relations with Russia, it was recently noted that official Baku does not hide its irritation at Moscow's creation of a new Diaspora organization, which includes the richest Russian Azerbaijanis. Among them is Ilham Aliyev's brother-in-law of, Araz Agalarov. The emergence of such an alternative structure in place of the pro-Baku All-Russian Azerbaijani Congress is seen as Moscow's desire to use these people to put pressure on the government of Azerbaijan. Tension in the bilateral relationship became apparent after the parties failed to reach a decision on the fate of the Gabala radar station and began to exchange "pleasantries."
Given all this, it can be concluded that the problems of bilateral relations can be found on the first level of contact of both countries. However, dispatching Hasanov to Moscow for these purposes is likely to lead to the same result as his visit to Tehran. -02B-
