Hungarian Ministry of Justice: We have acted according to the law
Official Baku acted on the Ramil Safarov issue within international law and principles, said the Ministry of Justice of Hungary.
According to the same department, Safarov convicted for the murder of Gurgen Markarian was serving life sentence since February 19, 2004.
However, according to the Strasbourg Convention of 1983 "On the transfer of sentenced persons" to serve a further part of the sentence in his homeland, he was handed over to Azerbaijan.
The Ministry of Justice of Hungary recalls that both Hungary and Azerbaijan are members of the convention. It provides that serving a sentence in the territory of one of the countries party to the Convention may be transferred to another party. To do this, the will of the convict is required, as well as his desire to be extradited.
Authorities may, in an appropriate form to continue execution of the sentence, change it by a judicial or administrative decision,
In turn, the Ministry of Justice of Azerbaijan reports that the extradition of Ramil Safarov was consistent with the provisions of the Convention, which suggests that the sentence is carried out in accordance with the legislation. The country, which was handed over the extradited person, has the right to take all necessary decisions.
Similarly, Hungary extradited 11 inmates in 2010, seven prisoners in 2011 and eight prisoners in 2012.-05D-
