Prosecutor's Office investigates embezzlement in system of Ministry of Culture
Baku/18.07.22/Turan: During 2021 and in the first half of 2022 the main anti-corruption department under the Prosecutor General's Office of Azerbaijan has carried out 11 inspections based on the appeals of the Ministry of Culture. According to their results 8 criminal cases on the facts of misuse of authority by officials of cultural institutions of Baku, Barda, Shamakhi, Agjabedi and Kurdamir regions were initiated. The press service of the Prosecutor General's Office reports about it.
Preliminary investigation in four criminal cases was over, and the cases were sent for consideration to the courts.
One case was dismissed due to the compensation of damages to the state. In 3 other criminal cases, the investigation is still ongoing.
The damage caused to the state budget during the investigation was 917.000 out of 1 million 870.000 manats.
What exactly is investigated within these criminal cases and who was brought to justice was not reported. Recall that the leadership of the Ministry of Culture was replaced in January 2021, after a series of high-profile corruption scandals and the arrest of several senior officials, including the deputy minister. -06D-

In late December, the Nakhchivan Court for Serious Crimes concluded the trial of former Minister of Finance of the Nakhchivan Autonomous Republic (NAR), Rafael Aliyev, and former head of the Nakhchivan Customs Committee’s department, Mansur Askerov. Both were accused of embezzling state budget funds in collusion with others. In his testimony, Askerov revealed that illegal fees were being collected for cargo and from passengers. Sahat Habibbeyli, appointed head of Nakhchivan Customs in 2020, had instructed Askerov to include only a portion of the collected funds in the Transport and International Relations (TIR) program.

The "Republican Alternative" Party (REAL) has proposed a program to reform local governance ahead of the municipal elections on January 29, aiming to expand opportunities for economic activity at the municipal level. The new program has been developed with consideration of the existing economic problems in the country. The government of Azerbaijan seeks to obtain external loans for its projects, the economic feasibility of which raises doubts.
