Baku/07.10.23/Turan: Official Baku strongly condemned and rejected the "biased accusations" by the  OSCE Chairman-in-Office, Minister of Foreign Affairs of Northern Macedonia Buyar Osmani against Azerbaijan.

The statement  by Osmani clearly contradicts the mandate of the OSCE chairmanship, which obliges the coordination of the activities of the chairmanship with all OSCE member states,the commentary of the Azerbaijani Foreign Ministry.

Such a one-sided biased position against the background of the fact that the OSCE has ignored serious violations of its obligations by Armenia for decades undermines the authority of the organization, the Azerbaijani Foreign Ministry comments further.

The document recalls that for decades the OSCE could not implement its mandate to restore the sovereignty and territorial integrity of Azerbaijan, as well as the rights of hundreds of thousands of Azerbaijani internally displaced persons to return to their homes. "Our appeals to the OSCE to play a positive role in post-conflict reconstruction and rehabilitation efforts, including mine clearance, have also been ignored," the  statement of the Azerbaijani Foreign Ministry.

During 30 years, the OSCE could not effectively use its structures created to resolve the Armenian-Azerbaijani conflict and eliminate the consequences of the Armenian occupation; and the words of its Chairman-in-office  referring to the creation of the independent international observation mission are unclear.

The Azerbaijani Foreign Ministry recalled that Armenia violated all the principles  noted in the Helsinki Final Act, including the principle of non-use of force. Therefore, Azerbaijan has always had the legitimate right to end the occupation of its territories both by diplomatic and military means within the framework of the UN Charter, as well as other norms and principles of international law.

In addition, any mechanism related to the protection of the rights and freedoms of persons belonging to national minorities prohibits the use of these persons as a tool for violating the sovereignty and territorial integrity of States. In this regard, Baku calls on all parties to strictly observe this obligation and refrain from attempts to interfere in the internal affairs of Azerbaijan, the Azerbaijani Foreign Ministry's commentary emphasizes.

Azerbaijan reaffirms its determination to achieve peace in the region and the reintegration of Armenian residents living in the Karabakh region as equal citizens in accordance with its Constitution and relevant international obligations, the document concludes.

OSCE Chairman-in-Office Osmani stated that he took note of the visit of UN representatives to Khankendi on October 1 and believes that the continued participation of the international community will contribute to the stabilization of the situation on the ground and efforts to achieve sustainable peace. Discussions regarding international participation on the ground should continue, as an independent international observation mission will bring confidence to those who want to return, Osmani said.

The protection of the rights and security of Karabakh Armenians in accordance with OSCE commitments is the responsibility of Azerbaijan, he believes. The use of force during diplomatic negotiations to resolve disputes is always unacceptable and hinders the prospects of achieving a dignified and inclusive peace,  the statement of Osmani   made on October 6. ---06B----
