Baku/11.02.22/Turan: At a meeting on March 7-9, the Committee of Ministers of the Council of Europe,  as part of the supervision of the execution of the verdicts of the European Court of Human Rights, adopted 36 decisions concerning 16 states, the press service of the Council of Europe.

Among these documents is also the decision on the case of the Mammadli Group against Azerbaijan. This decision concerns the cases of representatives of the country's civil society: Intigam Aliyev, Khadija Ismail, Anar Mammadli, Giyas Ibrahimov, Bayram Mammadov, Arif and Leyla Yunus.

The ECHR decision recalled that these applicants were persecuted for criticizing the authorities, and the Article 18 of the European Convention was violated against them, which means that the persecution was politically motivated.

The Committee of Ministers urges the removal of the applicants' criminal records and the elimination of all consequences of criminal charges, including the full restoration of their civil rights.

The Committee reiterated its hope that the proceedings would be completed as soon as possible, and once again called on the authorities to take all measures to ensure that the convictions against the applicants were immediately quashed.

The Committee will return to the consideration of these cases at a meeting on June 5-7, 2023. The Committee also considered the issue of the execution of decisions in the case of "Mammadov's Caucasus Group v. Azerbaijan". It covered about 30 cases on complaints from Azerbaijan about detentions and arrests for participation in protest actions. Compensation has not yet been paid for 5 people, lawyer Khalid Agaliyev, who monitors the decisions of the ECHR on Azerbaijan, said. As for general measures, the Government has not yet submitted a plan of measures to eliminate the shortcomings identified in the ECHR decisions. ---06B---
