A.Ismaylov: facing made of polyurethane is not only flammable, but also harmful to health
The use of facing containing chemicals that are harmful to human health, and entail legal responsibility, said in an interview with Turan Aslan Ismayilov, the founder of the law firm "Visa", commenting on the fire in the 16-storey building at Azadlig Avenue.
He recalled that appealed to the Government in connection with a fire of similar origin that occurred on April 10 in Khatai district of the capital.
In his address of April 14, he drew attention to the danger of the facing on houses. However, there was no response. Law enforcement agencies also did not express any attitude to the fire, and did not inform about the results of investigations into the causes of the fire. "As a rule, the prosecution always makes statements on all minor matters, for example when a teacher takes a bribe of 200 manats, or the fact of appropriation of 10 million manat. But such a resonant event was ignored and there was no response," said Ismailov.
According to him, within 4 days after the fire on April 10, he conducted his investigation into the composition of the facing material on whether it meets the requirements of security. The investigation revealed that this material, called the foam, then poliuteran etc. contains in its structure polystyrene. It, in turn, is not stable in terms of thermodynamics. This material is constantly evaporates monomel styrene, which is dangerous to human health. That is, people who live in these buildings, taking daily rays forming and developing the cancer cells. "On this occasion, I even wrote an article. Unfortunately, there was no response. Any building material must meet several requirements: physical, biological, mechanical. The most important requirement is environmental. This same material meetsnone of these requirements, it is dangerous to human life," continued Ismayilov. According to him, in 2001 the world took a decision on the non-use of this material.
When asked what kind of state structure is responsible for facing buildings with such hazardous materials, Aslan Ismailov said that in 2006 by decree of President was created by the Baku Committee of urban planning and architecture. Committee, according to Aslan Ismayilov, prepare design estimates in connection with the construction and repair of buildings.
Then, these documents are sent to the Mayor's office for approval. After that, the question is to be considered in the structure of Ministry of Emergency Situations and the executive power. "Today, the chief executive of Baku and other chief executives state their innocence. But how is this possible? I think that first of all, the public prosecutor shall bear responnsibility. As an ordinary lawyer i wrore him about it, warned of the danger. Materials containing polymer sterol do not need even outside interference, they have the quality of spontaneous combustion," said the lawyer. He warned in April that under hot weather in Baku buildings lined with said material can catch fire, it is necessary to prevent it, but nobody paid any attention. All law enforcement agencies are liable for these persons because they "have their own interest." "Otherwise, no one would have closed his eyes to the production, the use of this hazardous material," said Ismailov. -06D—
