Ilgar Mamedov: Referendum to Solve Karabakh Problem?
The imprisoned leader of REAL Movement Ilgar Mammadov wrote an article on the draft Referendum Act on changes to the Constitution. The article was published on the official website of the movement REAL – www.cumhuriyyet.org.
Mammadov believes the changes will be used to solve the Karabakh conflict. In authoritarian regimes, it is easier to enforce a peace plan and authoritarian regimes can impose a decision on nations.
In April 2016 it became clear that a new wave of violence was more and more like a large-scale war and a hard regime is more prone to exploitation of nationalism.
Ilham Aliyev would not be able to offer these constitutional amendments to strengthen the dynastic regime without external support.
"Whoever was behind the initiative of July 18, 2016 - whether Britain's Prince Andrew, or Avigdor Lieberman, or Putin - the dynastic referendum among other issues also shows that fundamental changes could be in the mediation of the Karabakh conflict settlement.
Maybe the formula will be launched, "more liberal Armenia against more dictatorial Azerbaijan." So far, Azerbaijan and Armenia were "two nations – similar-type state," said Mammadov.
This is the plan of the foreign friends of Ilham Aliyev, and not the international community. However, his foreign friends are not weak. They helped him win in the voting on January 23, 2013 in PACE on political prisoners in Azerbaijan; a scandal around the ODIHR observers to the presidential elections of 2013, making it easier for the falsification of the parliamentary elections in 2015; they are still able to postpone the adoption of a law in the US Congress providing for sanctions against the Aliyev regime. -03D06-
