Samad Seyidov Hopes There Will Be No Sanctions

Baku / 24.01.18 / Turan: "We did not create tension with the Council of Europe and it is not our deal to eliminate it". This was stated by the head of the Azerbaijani delegation to the PACE, Samad Seyidov, commenting on ways to eliminate tensions between Azerbaijan and the Council of Europe because of the Ilgar Mammadov case.

Seyidov asserted that Azerbaijan respects the decisions of the European Court of Human Rights. At the same time, he noted the need to wait for the completion of the special procedure in the Mammadov case in the ECHR.

"In the case of Ilgar Mammadov, the ECHR has launched a special procedure. Since this issue is considered in the ECHR, neither the Council of Europe, nor PACE, nor any other party can interfere.

We must wait patiently for this decision. Azerbaijan has always cooperated and will continue to cooperate with the Council of Europe," Seyidov said in an interview with Voice of America and Turan.

As for possible sanctions against Azerbaijan, Seyidov philosophically noted that the side that applies sanctions suffers from them more than the punished side.

It should be recalled that the leader of the REAL movement Ilgar Mammadov was arrested on charges of organizing the riots in the town of Ismayilli in January 2013. In 2014 he was sentenced to 7 years imprisonment.

ECHR in 2014 said that Mammadov was arrested without evidence, and the main purpose of his imprisonment is punishment for his criticizing the government.

Following Baku's refusal to comply with ECHR decisions, the Committee of Ministers of the Council of Europe, in accordance with Article 46, paragraph 4 (compulsory execution of ECHR judgments) of the Convention began a special procedure against Azerbaijan and referred the matter to the ECHR's Grand Chamber.

If the Grand Chamber recognizes Azerbaijan guilty of refusing to execute the ECHR"s verdict, the issue will be repeatedly sent to the Committee of Ministers for subsequent sanctions. -016D06--
