Warlick: Settlement on Formula "Territories in Exchange for Status"

The Co-Chair of the OSCE Minsk Group from the United States in an interview with Interfax reported on the meeting in Moscow on September 8 to discuss the prospects of the Nagorno-Karabakh settlement.

The MG Co-Chairs meeting with the Russian Foreign Minister Sergey Lavrov lasted for an hour, during which the sides discussed various settlement options and how to move this process.

In particular, he mentioned the possibility of a meeting of the Presidents of Armenia and Azerbaijan to ‘find common ground.’

‘We want a new meeting between the Presidents, but there is no clarity with respect to the time or the place where it will occur,’ - said Warlick. It is possible that this will take place in two weeks at the UN General Assembly session. ‘Hopefully, there will be a meeting of the two Presidents,’ he said.

On the question of the essence of the proposals for the settlement, Warlick said that is nothing new. ‘The settlement involves the return of part of the territory under the control of Azerbaijan in exchange for the status of Nagorno-Karabakh. In addition, it is the return of refugees and the presence of international peacekeeping forces. All these elements are the conditions for a peaceful settlement, and they are all known. We need to work with the parties to combine these conditions and to reach a peaceful settlement,’ he said.

Warlick said that between Russia and the United States there is no contradiction in the Karabakh settlement. He disagreed with the view that the ‘frozen’ state of the conflict can be beneficial to someone.   -02D-
