A Group of Individuals in Baku Accuses the Head of a Construction Company of Fraud

A victim, who contacted the Turan agency for assistance and wished to remain anonymous, stated that in July 2024, she signed an official contract with the company “DREAM CONSTRUCTION Azerbaijan” for the reconstruction of her home:

“It was a contract worth 58,000 manats. I paid 44,000 manats at the company’s office in Alga Plaza, planning to pay the remaining amount upon the handover of the keys. According to the contract, the work was supposed to be completed by September 15. However, the company’s head, Samir Umudov, kept postponing the matter under various pretexts, delaying it from September to October, and then to November. Eventually, we realized that no work was being carried out. He used cheap materials and caused damage to my home. I had no choice but to file a complaint with the police. He told me, ‘My brother is a police officer; no one can touch me.’”

The complainant noted that neither she nor the other 10 victims received any material or moral compensation:

“He didn’t just take money from me; he took various amounts from 10 other people under the pretense of construction and renovation. Previously, he operated under a different company name, ST Group, to deceive people. A criminal case has been initiated against Samir Umudov by the police, but there has been no progress so far. I have written to eight different authorities about this matter. I believe in the law and know that he will face the punishment he deserves. The tears of so many people will not go unanswered.”

Although it was not possible to contact Samir Umudov himself, his lawyer, Ogtay Jafarbayli, confirmed to the Turan agency that the investigation into the criminal case is ongoing:

“But there are no verified facts to support the accusations. The investigation is continuing, and the confidentiality of the investigation must be maintained. In the processes I have participated in, we have not seen any evidence confirming fraud.”

The lawyer emphasized that there is no confirmed evidence of fraud in Samir Umudov’s actions:

“This is a civil matter between the parties. Construction was initiated, and there is an actual sum of money and physical work involved. Even if there are quality issues or defects, this is a matter that should be addressed through civil proceedings. We hope the case will be closed following an objective investigation.”

Whether the case involving Samir Umudov falls under civil or criminal law will be determined by the investigation.
