Bureaucratic Arbitrariness Contributes to Suicides in the Northern Region

A monitoring group of human rights organizations have observed the situation in the northern region of the country: in Guba, Khachmaz, and Gusar. Results were presented today at a press conference at the Society for Women's Rights.

Monitoring revealed the growth of social discontent. Most of all, people are unhappy with the distribution of targeted social assistance to the poor. For example, officials of local departments of the Ministry of Labor retain half of the issued social benefits.

In addition, there is high rate of inflation and bureaucratic arbitrariness.

As a result, desperate people commit suicide. Since the beginning of the year, 12 attempts have been reported in the northern regions.

Members of the Monitoring Group met with five individuals who attempted suicide due to poverty, unemployment, and social injustice.

Human rights activists draw attention in particular to the sensitivity of national minorities living there. Certain forces can take an advantage of this. 

Similar monitoring will be carried out in the north-western region of Balakan, Zagatala and Sheki regions, and the southern zone.—05C06-
