Human Rights Defenders Demand Transparent Investigation of Fire in Drug Center

Baku / 06.03.18 / Turan: The human rights organization Monitoring Center for Political Prisoners proposed to include civil society representatives, independent lawyers and media in the commission of inquiry into the causes of the fire in the Republican Drug Center, where 25 people died.

The statement recalls that, according to the decree of the President of Azerbaijan on October 6, 2016, treatment for alcoholism and drug addiction should be compulsory. However, there is no such practice in the world health system.

Given that people suffering of drug addiction and alcoholism in international practice are given the status of patients, compulsory treatment and tying patients to beds is illegal, as it degrades human dignity and violates Article 3 (prohibition of torture) of the European Convention on Human Rights.
