Investigation into Employees of Khayal TV to End on 1 December
On December 1, completed will be the preliminary investigation into the executive director of Khayal TV Vugar Gonagov and the editor of this channel Zaur Guliyev. Turan was told by their lawyer Rashid Hajili. He expressed a hope that the investigation will in time complete its work and the case will be submitted to the court.
The March 1 riots in Guba occurred after a scandalous performance of the local executive Rauf Khabibov was shown on the Internet, insulting the residents. The above-mentioned journalists were accused of preparing the video and posting it online.
On the fact, a criminal case was filed under Articles 233 (participation and organization of actions that led to a breach of the public order) and 186 (intentional destruction or damage to property). It is carried out by the Investigation Department of Grave Crimes.
After the events more than 20 people were arrested (Vugar Gonagov and Zaur Guliyev were arrested on 13 March). Now with regard to the other prisoners legal proceedings have started, but the case of the two journalists is still at the stage of preliminary investigation.
As the lawyer recalled, Vugar Gonagov is accused of giving a part of the speech by the chief executive to the head of the local municipality Elkhan Aliyev, as well as in the distribution of the speech on the Internet. Zaur Guliyev is accused of mounting this video.
The two journalists did not recognize the charges against them, as their actions did not constitute a crime. In addition, mounting and distribution of video contents on the Internet is the duty of journalists.
In fact, the journalists had to broadcast the speech by the executive power chief, since it was a matter of public interest, says Rashid Hajili. In his opinion, the delivery of Gonagov and Guliyev on March 14 to the Office for Combating Organized Crime of the MIA and keeping them there for more than two weeks was illegal.
"The two journalists were subjected to inhuman or degrading treatment in this department, and their complaints have not been considered," said the lawyer. -03B04-
