The newspaper Azerbaijan writes about the successes of social and economic development of the regions of the country. According to the author, the implementation of the programs of social and economic development of the regions since 2004 has allowed to ensure the accelerated development of the non-oil sector.
These programs contributed to the opening of new enterprises, the solution of the employment problem, the restoration and development of infrastructure, and the improvement of public services and social security of the population.

The newspaper Yeni Musavat writes about illegal actions of pawnshops and moneylenders against the backdrop of stricter conditions for the issuance of loans by banks. The population has to turn to pawnshops and individual moneylenders. However, there is no state control or guarantees, due to which the rights of citizens are seriously violated.
The interest on loans from usurers and pawnshops exceeds bank loans by 2-3 times.
The banking expert Akram Hasanov notes that the law prohibits usury by individuals, as well as the activity of pawnshops.
They can lend to citizens only at the expense of their own finances, and not to lend money borrowed from banks or individuals.
Another violation of the law is that pawnshops and usurers do not pay profit taxes.
Finally, they provide money at very high interest rates - from 50% to 100%, while bank loans are issued at 25-30%.
At the same time, when citizens are unable to pay their debts, pawnshops and usurers use law enforcement and judicial authorities against them.
The website Oxu.az touches on the topic of teaching in Russian at schools in Azerbaijan.
As the author points out, there is a shortage of places in the Russian sector of secondary schools in Azerbaijan. In the education system, there are not enough Russian-speaking teachers. Against this background, proposals are made to make the Russian sector payable.
However, according to the education expert Kamran Asadov, according to the law of the Republic of Azerbaijan "On Education", every student of state educational institutions has the right to free general education.
Asadov believes that this proposal is put forward because, in recent years, great interest in education in the Russian sector has aroused. "It would be naive to believe that the excitement can be removed by making the Russian sector payable. First, it is a violation of the rights of citizens. Secondly, there will be even more excitement, since no restrictions are imposed on paid education," the expert said.
In his opinion, in order to reduce the demand for the Russian sector, it is first of all necessary to raise the quality of teaching in Azerbaijani. -0--
