Media Rights Institute:Procedure for Granting Frequencies Remains Opaque

The competition to obtain radio frequencies should be transparent and fair, ensuring that all contenders have a chance to be awarded a frequency. Otherwise, claims of creating a competitive atmosphere, pluralist and professional broadcasting will continue to exist only on paper. This was the statement of Media Rights Institute (MRI) in connection with the announcement of the National Council for Television and Radio (NCTR) October 18 competition for frequencies for regional radio broadcasters in Ganja. 

MRI is concerned that potential bidders have enough time allocated for the necessary preparations. Rushing to a competition in the shortest time can damage the tender results. 

Ganja radio broadcasting will be the first regional structure outside of Baku and Nakhchivan. Applications to broadcast on 93.3 MHz will be accepted from October 22 to November 22. 

MRI noted that previous contests to provide the frequencies were not transparent or fair. The competitions based on clear evaluation criteria ended with decisions causing discontent. Therefore, MRI called NCTR to provide equal and fair opportunities for all participants, to ensure transparency and credibility. -06D -
