Strengthening the defense capability of the country, evaluating the results of the last meeting of the Cabinet of Ministers, strengthening oversight of revenues and expenditures of the Cabinet of Ministers, and experts’ comments on transfer of funds of the Oil Fund to the Central Bank are the leading topics of today's press.
The state-run Azerbaijan newspaper published an extensive article about "further strengthening the defense capacity of Azerbaijan." This was manifested in a "big victory during the April fighting."
In turn, the site Azadliq.info (on-line version of the opposition newspaper Azadlig) quoted the head of the National Council of Democratic Forces Jamil Hasanli that ‘The last meeting of the Cabinet proved that the main obstacle to reform is Ilham Aliyev himself.’
According to Hasanli, the authorities do not want to admit their mistakes. The incorrect and incompetent government policy resulted in the reduction of the daily income of the majority of the working population and retirees to 2-3 dollars.
Hasanli noted that in several ministries the budget funds are misused for many years. However, none of the ministers did this on his own, as President Aliyev knew all this.
According to Hasanli, instead of analyzing the reasons for bringing the country to a catastrophe, Aliyev insulted independent economists at the meeting.
The newspaper Echo has published an article on the control of state-owned revenue and expenses. The budget requires money due to low oil prices. Therefore, the Cabinet approved the rules of the income and expenditure of large state-owned companies and the procedure for monitoring the performance of the estimates. But without strict control they will not be able to achieve the desired results, experts say.
The newspaper Bizim Yol writes about the "black market" of currencies. Experts believe that the transfer of AZN 7.5 billion from the State Oil Fund to CBA means sacrificing the country’s foreign exchange reserves for the sake of macroeconomic stability.
