MIA Complains of Blogger Mehman Huseynov to Prosecutor`s Office

The Ministry of Internal Affairs of Azerbaijan considers that the head of the Institute for Reporters Freedom and Safety, the blogger Mehman Huseynov made statements prejudicial to the image of the police. The Interior Ministry denies the fact of the abduction and torture of the blogger. The Interior Ministry asked the Prosecutor General to give a legal assessment of the blogger's actions. The blogger himself called the statement of the Interior Ministry ridiculous.

The Interior Ministry said on January 12 that Mehman Huseynov was detained with some Akram Tahmazov, when they clashed on January 9 at the intersection of the streets Mardanov Brothers and Hazi Aslanov in the Nasimi district of Baku. They were detained. The morning of January 10 in respect of the said persons a protocol was drawn up under Article 535.1 (disobedience to lawful demands of a police officer) of the Code of Administrative Offences and the materials were sent to the court. The court arrested Tahmazov for 10 days, and Huseynov was fined at 200 manat.

 However, as noted by the Ministry of Interior, Huseynov "in order to mislead the public and damage the image of the police" made unsubstantiated allegations in the press that he allegedly was abducted by police, illegally imprisoned and tortured.

For legal assessment of Huseynov's action slandering the police by accusations of their committing a serious crime, "the Interior Ministry has filed a petition to the Prosecutor General. According to the results of the investigation more information will be given." 

The blogger called the statement of the Ministry of Interior ridiculous.

"The Interior Ministry says that I do not speak the truth, there was no kidnapping or torture. Probably what I filmed and showed is also not true. Those houses, villas and palaces that I filmed do not belong to the Azerbaijani ministers, but are the property of some German ministers. A shot the facts of police and bureaucratic arbitrariness taking place not in Azerbaijan, but in Europe... It turns out that in our police departments no one is tortured, and people are just handed out candies and chocolate," the blogger said sarcastically.

He also said that although he does not feel guilty, he will pay the fine ordered.

The lawyer Agil Lahijov called the actions of the Interior Ministry not competent.

 "The Ministry of Internal Affairs may apply to the court as a private prosecutor. The prosecutor's office does not have anything to do with the initiated criminal prosecution of a private character," Lahijov said.
