Prison Service Denies Reports of Torture in Prison No. 13
Baku / 09.29.19 / Turan: The prison service denied reports of torture in Prison No. 13. According to a representative of the agency, torture is not used not only in Prison No. 13, but in all other penitentiary institutions.
Information on torture in Prison No. 13 was disseminated on social networks by a former "prisoner of conscience", youth activist Ilkin Rustamzadeh, citing parents of the convicts.
The former prisoner of this penitentiary, Rustamzadeh, claims that the parents of the convicts talked about the imprisonment of their sons in a punishment cell, where the prisoners are stripped and tied to each other. Even they are forced to fulfill each other's natural needs. "Incorrigible" prisoners are hanged in handcuffs," Rustamzadeh says.
However, the Prison Service denied these reports.
"Not only in the institution No. 13, but in general in no other institution of the Prison Service there can be facts of torture. This is an absurd statement," Mehman Sadigov, head of the public relations department of the Prison Service, told Turan.
According to him, in every prison there is a "hot line" and if there is a tortured prisoner, he can go to the Prison Service and a higher instance. -05B06
