On October 22 the combined forces of the Prosecutor's Office, Interior Ministry and National Security Ministry carried out an operation in the Yasamal district of Baku and detained 42 believers in the cafe. According to the press service of the Interior Ministry, "illegal assembly" was in the local teahouse «Farkli Lahmacun», belonging to citizen Yaver Farzaliyev.

Three organizers of the illegal meeting were arested: residents of Lankaran - Kamran Mustafayev, Adil Rajabov, and Baku resident Zaur Shabanov. A lawsuit was filed against them under the Article 168 of the Criminal Code (violation of the rights of citizens under the pretext of religious activities.)
