Why should unemployed fill out a website?

Entering the Baku supermarket, economist Samir Aliyev noticed two girls of 20-25 years old standing at the entrance. Girls, who looked completely different from the beggars, asked for alms, and asked for at least one manat. S. Aliyev saw this for the first time, decided to ask about the cause of begging. The girls explained: they worked in a beauty salon; because of quarantine, the salon was closed. They earned by day labor, now there is no money, there is nothing to pay for the apartment, so they decided to stand at the door of the store.

The economist asked why they would not register to receive state aid - 190 manat? They said that they tried to do this, but "they have technical problems," S. Aliyev said in a social network. What are these problems - he did not ask the girls about this.

Aygun Yahyaeva has a similar problem. On April 6, 2020, she cried at the gates of the Ministry of Labor and Social Welfare, explained to reporters that she had two children, worked in the Sumgayit sausage shop, which was closed due to quarantine.  She does not have a husband, the landlady of the rental apartment evicted them because she could  not pay for housing. Aygun Yahyaeva told Turan that on that day, an employee took her to the Employment Center and offered to register with the Ministry’s portal and wait for state assistance. Ayun has no computer, no money to pay for the Internet. What can she do?

The system of supply of poor citizens promised by the Azerbaijani government in connection with quarantine has failed. Dissatisfaction of those who  earned for life daily and have lost their job because of the  quarantine  regime, is growing. Many people do not have the computer skills to register in the portal of the Ministry of Labor and wait for help of 190 manat from there.

Those who own a computer and pay for the Internet find it difficult to fill out an online application, or because of the overload of this site they cannot enter it. Journalist Samira Ahundova spends 10 hours a day at the computer, but she could register the nanny of her children with the employment service only on the fifth day. The difficulty of registering online in the corresponding state website e-sosial.az is another obstacle for those who have lost their earnings and need state assistance.

Experts confirm difficulties in registering on this site, and advise to enter this resource early in the morning or late in the evening, due to its overload (600 thousand potential recipients!). There are nuances for those who have evidence of the identity of the old and the new model. After watching the video site, made to help people trying to register in order to get 190 manat, it becomes clear that they face many difficulties. It will not be easy for citizens without technical education and computer skills.

Why is this registration needed if the state. When the  state wants it can  easily find any citizen everywhere. The offender does not fill out an online form to be found by the police. Obliged to do military service is also not looking for buttons on the website of the State Service for conscription, so that the army remembers its existence. Dissatisfied with the reality and expressed his opinion on the social network, the citizen does not inform the police about himself, she finds him using the phone signal of the dissatisfied citizen. Why do people, in order to receive the state aid that is legally due, should people buy a computer, the Internet, or learn to fill out an online application form or hire an outside person for this? Why is this in our age of e-government, when all information about working and unemployed people is available in state databases? How is this issue resolved in developed countries? Rovshan Kazimov, who lives in New York, shares his experience on a social network. He writes that last week the majority of the Americans and residents of the country, including the Kyazimov family of Baku, received the assistance promised by the government.

In the US, no one went anywhere, did not fill out anything, they did not ask questions about the status of the unemployed. The criteria were announced in advance: those earning below a certain annual threshold (up to $ 99,000), filed a tax return for 2018-19 (which, by definition, is almost 98% of the population: there are no jokes with declarations here) and a couple of other points. That is, for the majority of the population, the government simply paid the amount, in addition to the adopted assistance programs: those who lost their jobs because of the coronovirus, small and large businesses.

"One way or another, the state will return this amount from our taxes. Each adult whose income is less than $ 75,000 a year was sent to the account for $ 1,200. For each child an additional $ 500. Those who earn more than the specified amount, but up to $ 99 000 a year also receives help, but with every dollar earned, the amount of help is reduced."

Further, Rovshan writes, “There are always those who are dissatisfied, for example, for New York, where a crazy rental, this money doesn’t do much work when you lose your job (even if you are paid unemployment benefits). There are exclamations that $ 1200 in New York and A village in Arizona is not the same thing, but, again, as a person from a country where my wage arrears were issued only after 4 years, I am pleasantly surprised by the amount and instant reaction of the government. Helping our family cover the rent and products for a month. "

The writer Kamal Aslanov lives in Canada (Toronto), at the request of Turan, he wrote that if a Canadian lost his job (stopped paying his salary), then he registers on the Internet, indicates his data, a bank account number and receives $ 2,000 per month. In connection with the start of virtual education, the poor have seven free handed out tablets with downloaded software. The government has already purchased 21,000 tablets for the pandemic,” K. Aslanov explained.

Note that the Canadian registers with a loss of work, which means that his name is already in the database and he does not need to fill out an online application form again to receive state aid.

The journalist Chingiz Sultansoy, who lives in Germany, is not a citizen of this country; he has already received state aid without filling out a special website for this.
