Will there be retirement?

Standard instructions for such cases have been done: the State Commission to investigate the causes of the fire was set up, the Prosecutor General's Office instituted criminal proceedings to identify the perpetrators, and the head of the Baku city Executive Power and the Minister of Health should help the families of those who died in the funeral and provide medical assistance to the victims.

The preliminary cause of the fire has already been mentioned: the company Azerishig hastened to state that the fire occurred due to a malfunction of the electrical wiring. The investigation will determine the circle of those responsible for the tragedy, identify the circumstances of the incident and answer many questions. Who ordered to place the bed patients in a wooden barracks, who was responsible for fire safety there, and why did not the fire alarm work?

All this is the technical side of the matter. And political? Who will find the courage to take at least part of the blame for the death of so many people who have fallen victim to someone else's irresponsibility, negligence, slovenliness, voluntarily resigning?

In the West, and for less serious acts, ministers lose their posts. Recently in Sweden, Infrastructure Minister Anna Johansson and Interior Minister Anders Igeman resigned because of the leakage of personal data of state officials. The scandal erupted because of the contract of transport management of Sweden and the Czech branch of IBM for the maintenance of a database on the transport of the country, including the police and the military, as well as the driver's license of Swedish citizens. As a result, the secret workers got into the hands of the branch's employees, including information about the conviction of Swedish citizens and about ongoing investigations, information about the communication between the transport department and other Swedish authorities.

The reason for leaving the post of Japanese Finance Minister Soichi Nakagawa was the accusation that he appeared in front of television cameras drunk. This happened during a speech at the G7 summit. Later, the politician assured that slow speech and problems with coordination caused him to take medications, but after the scandal he still had to leave. Imagine that even unplanned meetings with politicians from other countries, as well as business representatives, can lead to great trouble. Last year, the British Minister for International Development, Priti Patel, resigned after being convicted of having held 12 informal meetings with local politicians during her vacation in Israel.

Political scientist Shahin Jafarli noted that resignation for one reason or another is an absolutely natural process for any European country and traditional world practice. This is a political culture, formed over many decades. In democracies, the governance model, the relations between the state and the citizen are based on values ​​to ensure economic and social conditions for the realization of human unconditional rights and freedoms. Therefore, any action of a high-ranking official is viewed through the prism of political correctness, morality, and personal responsibility in order to protect the rights of people.

"Under democracy, the state functions for the sake of citizens, and not vice versa, there are conditions for the subsequent development of civil society. In Azerbaijan, the political elite is not formed on the principles of professionalism and business qualities, but on personal trust, loyalty to the head of state, demonstration of continuity of the course. This mechanism, laid by the late Heydar Aliyev, excludes voluntary resignation, which may result in imprisonment. Therefore, corruption scandals or major catastrophes with human casualties in our country are not the reason for the dismissal of ministers," political analyst Parviz Salimov said in an interview with Turan.

However, let us return to the tragedy in the Republican Narcological Center. At the Institute of Forensic Medical Examination and Pathological Anatomy continues the procedure for identifying the identity of those killed in a fire. Standing at the gate people waiting for the delivery of relatives' relatives ask questions: Did the Minister of Health Ogtay Shiraliyev have never been in this hospital and did not know about the situation there? The subordinates of the Minister for Emergency Situations, Kyamaledin Heydarov, do not check the state of fire safety in schools and hospitals?

Who will be punished for this crime? Security guard, nurse or head physician?
