Yashar Cafarli: Military ranks and titles are awarded unreasonably
Roundtable under the project "safety and support of human rights in the defense sector" held on Friday the public association "Officers in the reserve."
The head of association Yashar Cafarli said that the project provides for the preparation of educational publications on human rights in this area, roundtables, as well as providing specific legal assistance.
Cafarli also touched upon the issue of training and promotion. He believes that the promotion is carried out according to the principles of localism, friendships and relationships, and not on the result of certification.
For example, without an appropriate education, Rasim Aliyev was appointed the head of military lyceum named after Heydar Aliyev in Nakhchivan. He was awarded the rank of General.
Another example, awarding Eldar Safarov (Sabiroghlu), the head of the press service of the Defense Ministry, the rank of colonel.
There are many problems in the issue of apartments to military servants. They are caused by a phrase in the presidential decree - "for the excellent service over 20 years." This means that for any fault the soldier will lose the right to get an apartment.
In this regard, it is proposed to prepare a state program and provide housing for military families.
The speakers touched upon the issue of military prosecutors, believing that it is not necessary. To investigate military crimes it is possible to create offices in Attorney General with a small staff. It is also necessary to establish an institute of military ombudsman in the army.
The necessity to increase the time between titles from three years to five years, raising the age of retirement from 45 to 48 years old was noted. -05C04-
