Moscow / 13.11.20 / Turan: Russian investigators opened a case after the death of the Mi-24 in Armenia on November 9. "The lawsuit was filed under the Article 351 of the Criminal Code of the Russian Federation (violation of flight rules or preparation for them)," an informed source told Interfax.
He specified that at present the Russian military investigators, together with their colleagues from Armenia and Azerbaijan, "are carrying out initial investigative actions." They examined the scene of the accident, appointed several expert examinations, including a flight and technical one.
The source explained, "During the investigation of the case, most likely, it will be re-qualified for a more serious one." Article 351 of the Criminal Code of the Russian Federation provides for punishment in the form of imprisonment for up to seven years. The investigation is being conducted by military investigators from the Russian base in Gyumri.
Taking into account the article under which the case was initiated, the Russian military also has some guilt, who violated the flight rules when organizing a helicopter flight.
The Mi-24 was shot down last Monday in the airspace of Armenia, about one kilometer from the border of Azerbaijan.
Two Russian servicemen were killed and another was wounded. The incident occurred on November 9 at about 18:30 (17:30 Moscow time). The helicopter accompanied the convoy of the 102nd Russian military base through the territory of Armenia in the airspace near the Armenian settlement of Yeraskh; near the border of the Nakhichevan Autonomous Republic (Azerbaijan).
However, the helicopter flew at low altitude and was out of radar control. The Azerbaijani side was not warned about the flight near its border.
The Azerbaijani Foreign Ministry stated that the Mi-24 was accidentally shot down by the Azerbaijani military over the territory of Armenia. The Azerbaijani side stated that it is ready to pay appropriate compensation. Azerbaijan has also opened a case on the downed Russian Mi-24 under article of negligence. -02D-
