Approved the Charter and the structure of the Maritime Navigation Safety Center
Azerbaijan will provide centralized management of sea traffic regardless of the complexity of the route.
According to the Order of the Cabinet of Ministers for this purpose at Azerbaijan State Maritime Administration (ASMA) was established the Maritime Navigation Safety Center (MNSC). Approved were the Charter and the structure of the Centre, as well as staffing of the employees (135 people).
To equip and launching activities of the Center, until the end of 2014 the Ministry of Finance is instructed to allocate for this purpose 2,565,265 manats to ASMA from the Reserve Fund of the state budget.
The Finance Ministry is also requested to provide the state budget for 2015 certain funds for the organization of the current activity of MNSC.
Maritime navigation safety centers operate in all the leading countries of the world. Besides the common features they modify traffic control for vessels, provide the approaches of vessels to ports on the basis of radar control of locations, and provide the necessary information to courts in cases of difficulty or violations of the traffic. They provide work for marine areas of the Global Maritime Distress System (GMDS), establish rules for navigation in port areas, and organize pilot, tug and icebreaker services traffic.
In accordance with the provisions of SOLAS (International Convention for the Safety of Life at Sea, adopted in 1974) in Azerbaijan will create regional security systems for various maritime basins with embedded network control and correction stations GLONASS GPS. Also introduced will be GMDSS (Global Maritime Distress for Security) and AIS (Automatic Identification System). -17D-
