Growing Number of Electronic Signatures Not Indicator of Quality
The growing number of digital signatures is a perfect indicator of the attitude of responsible officials and business executives to government reform.
According to the National Center for Certification by December 1 of this year, the total number of electronic signatures was 27,536 with growth of 5.8% in November. Of the total number, 16,616 signatures were given to government agencies, 4,528 were at legal entities and 6,392 – at "ordinary citizens". If we compare this figure with the 64,000 LLC and 30,000 civil servants, we will see that the program has been executed only at one- third.
Earlier Turan wrote that EDS was implemented within the framework of reforms to facilitate citizens' access to electronic services of government agencies, available on the portal of "electronic government» (e-gov.az). Of the total number of approved electronic services (451), 312 are currently available in the portal.
Access to the service is carried out using a digital signature, the identity of the private entrepreneurs and citizens, the verification data (username and password) as well as mobile authentication system, which can be obtained in electronic form after the registration on the portal. --17D-
