Labor and Employment Subsystem /AMAS/ launched

Baku/06.05.22/Turan: Today the subsystem of "Labor and Employment" (AMAS) has been launched. It is an electronic system of the Ministry of Labor and Social Security. Officials claim that AMAS will further expand the access of the unemployed and job seekers to active employment programs.

It is stated that this subsystem provides electronic rather than paper-based employment contracts, transition to electronic personnel records, and digitalization of other paper-based operations during labor relations.

To what extent will this system solve the problem of unemployment in the country? What other measures should be taken?

According to the State Statistics Committee, in line with preliminary data as of April 1, 2022, the number of economically active population amounted to 5 million 307.100 people, of which 4 million 991.700 people are employed, 315.400 or 5.94% are unemployed.

The Ministry of Labor and Social Security said that the system in Azerbaijan will ensure the transition to a new important stage of reforms in the area of labor and employment. "The introduction of the new subsystem involves radical changes in labor relations."

It was emphasized that AMAS forms a single platform of labor relations for all employers and employees and a new serious support mechanism for all participants of the labor market. "With the help of this subsystem, the conclusion of employment contracts not on paper, but electronically, the transition to digital personnel records, the digitalization of other transactions made on paper during labor relations."

The State Employment Agency told Turan that AMAS will further improve the accessibility of active employment programs for the unemployed and job seekers.

The agency said about 100,000 job openings will be collected in real time through the "Labor and Employment" subsystem, which will provide jobs for the unemployed. "With the help of the new system there will be formed a new reality in the search for personnel. The most suitable worker for a vacant position will be adapted without human factor. With this system there will be a new approach to the formation of human resources. Thanks to the system, employers' mistakes and violations of workers' rights will be minimized in the future."

It was emphasized that as a result of this, the number of physical inspections will be reduced. "Based on the collected data, we will be able to analyze the labor market in the future."

Economist Natig Jafarli told Turan that it is good that this work has been electronized and accessible. "But that's not the problem in Azerbaijan. If there is a need for any employees, Azerbaijan resorts to 'another network.' Through acquaintances, various personal recommendations an employee is found, because if there is a vacancy, it is not difficult to find an employee. The number of vacancies in Azerbaijan is much less than the number of employed people.

According to the expert, it is due to the fact that the statistical data on unemployment in Azerbaijan is calculated according to the wrong algorithm. "According to the official data we have only 5,8% of the unemployed. But this is only those persons who themselves have officially applied and registered. This system by itself is already outdated and is not correct."

He noted that not all jobs in Azerbaijan are official. "Unemployment figures in the U.S. are automatically disclosed every fourth day of the week. It is very simple and can be disclosed automatically because the registered jobs are visible on the Internet and the system automatically sees and calculates those who quit. We have 1.7 million employees and 5.8 million able-bodied people. When it comes to the remaining 4 million, their registration in one form or another is formal, in fact there is no exact information that they are unemployed or work unofficially.

According to the economist, in Azerbaijan, first of all, it is necessary to keep an accurate record of the number of unemployed. "'After that, a private or public sector can emerge, which can play the role of a bridge between employers and job seekers. -0-
