Moratorium on Inspections of Entrepreneurs - Not Panacea
The Azerbaijani parliament at today's meeting approved an urgent bill, according to which, from November 1, a two-year moratorium on inspections in the field of business will come into force.
Now employers will be checked by the tax inspectors and bodies responsible for the prevention of threats to human life and health, as well as national and economic security of the country. The law does not apply to checks carried out by the General Prosecutor's Office to combat corruption.
Recall, the legislative initiative was made on October 12 by the President at the enlarged meeting of the Cabinet of Ministers on the results of 9 months of 2015. In addition, on October 19 he signed a decree on the licensing business of the Ministry of Economy and Industry.
Experts told Turan that does not make life easier for domestic businessmen. So, today, any entrepreneur can open a business for a maximum of 2 days, by registering with the tax authorities on the principle of "single window". Three months later, the same tax authorities require profit tax and "rollback". For this reason, the number of taxpayers, including legal entities, registered in January-September (58,473 people) fell by 4.4% compared to the same period last year (61,181). The declining trend is continuing. --17D-
