Two more local budgets free from subsidies from the center
In 2014, the city of Mingachevir and the Imishli district will join the regions that fully cover their costs at the expense of local revenue. In any case, it is included in the draft state budget for next year.
In 2014, the expenditures of local budgets will amount to 1 billion 629 million manat, which is 7.6 % higher than the figure for the current year. The share of local expenditure in total expenditure of the state budget will amount to 8.1%. In this case, the amount of subsidies from the state budget to local budgets will amount to 52.1 % of their costs. Subsidies will be reduced by 1.8 %.
The main part of local budgets (958.6 million or 58.8 %) will account for education (+8.4 %). Health care from the local budgets will be allocated 249 million manat (+6.8 %), and housing and communal services will be allocated 236.8 million manat (8.9 %).
For the maintenance of the local authorities, 87.5 million manat will be allocated. For comparison, the grants to municipalities in 2014 are provided at the level of 5.2% this year.
Currently, there are self-funded budgets in the cities of Sumgait and Shirvan and in the Absheron region. -08D-
