Baku/30.01.19/Turan: To reduce the level of corruption in Azerbaijan, a change of government is necessary, said the head of the National Council of Democratic Forces Jamil Hasanly, commenting on the report of the Transparency International Organization published on the eve of the Corruption Perception Index.

According to this report, Azerbaijan dropped from 122nd to 152 place.

"There is no other way, because all government activity is built on corruption. This has become a management style," Hasanli said.

The head of the Musavat party, Arif Hajili, also believes that corruption is systemic.

"Without cardinal economic reforms, without creating equal opportunities, without an independent judicial system, it is impossible to overcome corruption. And since the government itself is built on corruption, its level cannot be reduced," said Hajili.

However, according to the pro-government deputy Zahid Oruj, since 2015, important steps have been taken in Azerbaijan to combat corruption. In 2015, the criminal network in the former MNS was exposed, anti-corruption transformations were carried out in the Ministry of Communications and the Ministry of Transport. Structural reforms were continued in 2018 and a new stage of transformation has already begun. The deputy believes that the president has the political will to fight corruption in the governance system.

REAL Executive Secretary, Natig Jafarli, believes that the fight against corruption should be through an independent and fair judicial system, a free press and a strong civil society. An independent judiciary is important so that the revealed facts of corruption are punished. Naturally, all this requires the political will of the government.

The expert economist Gubad Ibdaoglu believes that after the report of Transparency International, the resignation of the Cabinet of Ministers is necessary. "There can be no more disgrace - Azerbaijan ranks 152nd among 180 countries, sharing 152-156 places with Cameroon, Madagascar, Nicaragua and Tajikistan," he said.

A member of the board of the NIDA movement, Ulvi Hasanli, recalled that after the beginning of the Arab spring in 2011, Ilham Aliyev ordered that bribery be stopped in government structures. It lasted only three months, because it caused the indignation of officials. -03B06-
