Force Ministries Speechless or Knocked Out
High-ranking law enforcement agencies are involved in murders, kidnapping and extortion in Azerbaijan. This sensational statement by the former Rector of the International University Elshad Abdullayev knocked out power and the security forces of the country, who do not know what to say.
In his last address to the media, Abdullayev, who lives an expatriate life in France, names the senior employees of special services, who performed similar criminal acts.
The other day Abdullayev released a video clip in which an employee of the Special State Protection Service Saftar Kalantarov is negotiating the release of Mahir Abdullayev - the kidnapped brother of the Rector.
Besides him, the talks were attended by another employee of the same service called Namik (a former employee of DHS) and an employee of DHS Department No 7, named Sahib.
Among those involved in the criminal kidnapping and extortion are a Major of the Department for Combating Organized Crime of MIA named Yasser and a killer named Shaheen.
Abdullayev said that these persons negotiated with him for redemption and liberation of Mahir, and even organized a few phone conversations with the kidnapped.
At Turan Agency's request to comment on the allegations, the head of the DHS press service Arif Babaev said that the issue should be addressed to the prosecutor, as the investigation is conducted by that office. However, the press service of the Prosecutor General's Office declined to comment.
Usually law enforcement agencies react violently and issue outspoken denials, when they are accused of human rights violations or abuse of authority. In this case, they are accused of more serious crimes. However, DHS, the State Security Service and the Prosecutor's Office either have filled their mouth with water or have just been knocked out.
The independent lawyer Muzaffar Bakhishov believes that law enforcement agencies hide the murder of the DHS Major Mahir Abdullayev, who was kidnapped in 2003. "The investigation is well aware that he was killed by high-ranking officials, but hides it from the public, as it would be a strong blow to the reputation of the authorities," he said.
That is why the authorities did not want to go into this matter and to disclose the details, because it is a repetition and a more serious scandal than the one that arose in identifying the Haji Mammadov gang consisting of employees of the Ministry of Interior and assassins. -03B-

The ECHR ruled that Mammadov's rights had been violated and ordered Azerbaijan to pay him €5,000 in compensation for moral damage and €1,000 to cover legal costs.
