Movlam Shikhaliyev and his accomplices are deprived of military ranks and awards
Baku/24.07.23/Turan: Today, President of Azerbaijan Ilham Aliyev signed an order on the deprivation of the rank of major General and state awards of the former head of the investigative department of the Ministry of National Security abolished in 2015, Movlam Shikhaliyev, in connection with the entry into force of the conviction. Two subordinates of Shikhaliyev convicted together with him - Sahib Alekperov and Yasin Mammadov are also deprived of military ranks and awards.
On September 21, 2022, the verdict of a group of high-ranking officers of the abolished Ministry of Internal Affairs was read out in the Baku Court for Serious Crimes.
The former head of the investigative Department of the Ministry of Internal Affairs, Major General Movlam Shikhaliyev was sentenced to 12 years in prison. His deputy Yasin Mammadov was sentenced to a real term of 10.5 years. The former head of the 2nd department of the investigative department, Vusal Alekperov, received 11 years and 2 months in prison, the deputy head of the criminology department of the same department, Sahib Alekperov, received 8 years.
The defendants in the case were found guilty under Articles 182.3.1, 182.3.2 (extortion by an organized group and in order to obtain large-scale property), 294.3 (falsification of evidence), 311.3.1 (taking a bribe by a group of persons by prior agreement) and other articles of the Criminal Code.
All were found guilty of extortion by threats from businessmen and embezzlement of their property for a total of about 17 million manats. The court decided to confiscate Shikhaliev's real estate. 16B06

On November 19, the Sabail District Court of Baku granted the prosecution's request to extend the pretrial detention of Talysh researcher Iqbal Abilov for another four months, his lawyer, Rovshan Rahimov reported. According to the lawyer, the defense considers Abilov’s detention to be unjustified and disputes the charges brought against him. Abilov himself also rejected the accusations. The defense plans to file an appeal against the court's decision.
