OSCE Working on Mechanism to Investigate Incidents in Karabakh?
The establishment of mechanisms to investigate incidents in the Karabakh conflict zone continues in Vienna, the French Ambassador to Armenia Jean-François Charpentier said.
If the statement after the latest meeting of the Armenian and Azerbaijani Presidents says nothing about these mechanisms, it does not mean anything.
"According to the data that I have received, active work is underway in Vienna on the establishment of these mechanisms. I have no information that this question is ignored," the Ambassador said at a press conference.
Charpentier said the question of establishing these mechanisms was pivotal to the Vienna meeting of the Presidents, and France supports the issue and will do its best to assist its promotion.
Establishment of mechanisms for monitoring and investigation of incidents in the conflict zone will lead to an increase in the level of trust and "shed light" on the events of April this year, he said.
These mechanisms will primarily involve empowerment and increased opportunities of tthe Office of the Personal Representative of the OSCE Chairman Andrzej Kasprzyk and mechanisms will be established for the entire length of the contact line.
Clarifying the term "mechanisms," Charpentier said it is "about placing people." "We are not talking about placing peacekeepers and mean significant increase in the monitoring contingent," the Ambassador said, declining to detail the answer.
The Azerbaijani Foreign Ministry has not yet commented on the statement of the French Ambassador. The Co-Chairs of the OSCE Minsk Group have not yet made any statements on the matter either. -02D-

Armenia is not against the dissolution of the OSCE Minsk Group, but does not consider it appropriate to discuss this issue now. "In the context of peace, we consider it possible to make a decision on the dissolution of the OSCE Minsk Group. When peace is an established fact, the existence of such a format may raise questions," Armenian Prime Minister Nikol Pashinyan said at a press conference today. On August 30, at approximately 22:55, the Armenian Nuclear Power Plant in Metsamor was disconnected from the country's power grid, as reported by the Armenian Ministry of Territorial Administration and Infrastructure. The shutdown was caused by a lightning strike, which triggered the plant's safety systems to switch the station to a safe shutdown mode. Currently, the plant's staff is working on restarting the facility.
