Strasburg.10.04.14.Turan : Parliamentary Assembly of the Council of Europe (PACE ) has condemned the Russian annexation of the Crimean peninsula , calling all the arguments of the Russian side about the oppression of Russian-speaking population in the region not corresponding to reality .

 Also, the Assembly demanded to withdraw Russian troops from the Crimea and in fact accused the government of Viktor Yanukovych in the use of snipers in the Maidan .

The adopted document reads: " The Assembly strongly condemns the Russian military aggression and subsequent annexation of the Crimea, which is a clear violation of international law , including the UN Charter , the Helsinki Final Act and the Charter of the OSCE and the Council of Europe's basic rules."

The Assembly considers that " none of the arguments used by the Russian Federation to justify its actions was supported by facts or evidence." 154 PACE deputies voted for the resolution, 26 were against and 14 abstained, the website of the PACE reported.

The document entitled: "Recent events in Ukraine: threat to functioning of democratic institutions ," states that no far-right forces seized power in central Kiev and " there was no immediate threat to the rights of the ethnic Russian minority in the country, and especially in the Crimea."

"The Assembly believes that the desire to separate Crimea and the accession of the Russian Federation was initiated and instigated by the Russian authorities under the guise of military intervention," the document says.

the referendum in Crimea was recognized by PACE unconstitutional in Crimea and Ukraine. " In addition , the stated results and turnout are implausible," added the deputies . "The results of the referendum and the illegal annexation of the territory by the Russian Federation shall have no legal force and are not recognized by the Council of Europe," says the resolution.

PACE also expressed concerns about the backlog of Russian military at the border with Ukraine: "The Assembly expresses its grave concern about the capacity of the Russian military presence on the border with Ukraine." "The Assembly recommends that the states - signatories of the Budapest Memorandum , as well as other interested States of Europe are to consider actual security arrangements to ensure the independence, sovereignty and territorial integrity of Ukraine."

In addition, it was decided that the Russian troops in the Crimea should be withdrawn. " In connection with the denunciation of the agreements concluded in 1997 on the Black Sea Fleet stationed in the Crimea by Russia, PACE calls on Russia to immediately withdraw its troops from the Crimea ."

PACE recognized the legitimacy of the new government of Ukraine. "In order to ensure maximum representation of the Verkhovna Rada, which will lead to the unity and stability of the country, early parliamentary elections should be held in the near future, if the technical possibilities allow that," advised PACE . Furthermore, the Assembly opposed the federalization of Ukraine.

PACE deputies also touched upon other challenges in Ukraine, such as actions of snipers on the Maidan, which, according to the Assembly, were attracted by the authorities and Viktor Yanukovych. "The Assembly strongly condemns the involvement of snipers and the use of firearms against protesters by the Ukrainian authorities.

PACE rejected Russian allegations that the agreements between Yanukovych and opposition on February 21 had been violated.

 " The Verkhovna Rada has played an important and constructive role in the resolution of this conflict, and showing solidarity and understanding, was able to cope with the difficult moment of change of power and to ensure the main provisions of the agreements dated 21 February 2014 in full compliance with the fundamental principles of the Constitution of Ukraine," the resolution said.

Note that the Azerbaijani delegation voted "for" the resolution, and the Armenian delegation voted "against". -02D-
