It is noteworthy that such a proposal comes from the head of the military department of the Russian Federation, and not the political leadership. Moscow is experiencing serious pressure from the United States, the European Union, Turkey and Saudi Arabia, demanding not to support the regime of Bashar Assad. In such a situation, the Kremlin does not have other allies.
