The Board of the Ministry of Internal Affairs of Azerbaijan has changed the rules for the mandatory technical inspection of cars in the country. On January 8, a Board made fundamental changes to the Instruction for Monitoring the Technical Condition and Operation of Cars.

From now on, the technical inspection should be carried out within 20 days after the end of the period of authorized operation of the vehicle after the previous inspection. The new instruction does not provide for a ban on the operation of the vehicle after the inspection of its technical condition. According to the previous Instruction, the police could prohibit the use of the cars by making a request for corrective action. Now such a ban can be only in respect of buses, special-purpose vehicles and trucks weighing more than 3.5 tons.

The owner is obliged to eliminate the revealed deficiencies during a year until the next mandatory inspection. If the deficiencies are not eliminated, there will not next inspection of this car.

Instead of paper on technical inspection, an electronic ticket is compiled, which the traffic police will place in the system of the Service ASAN (State Agency for the Provision of Services to Citizens and Social Innovations). In this system, the electronic ticket will be transferred to the ASAN Ödəniş portal, and from there it will be transferred to the personal electronic office of the car owner. A duplicate will be sent to the owner's email. A paper coupon can be issued at the request of the owner only for vehicles engaged in international transport.

The adoption of the new rules at the Collegium of the Ministry of Internal Affairs n delayed, though in October 2018, the Cabinet of Ministers adopted amendments to the "Model Regulations on the Rules for the State Technical Inspection of Vehicles and Their Trailers (Semi-Trailers)." The amendments reflect the changes recorded in the Regulations adopted three months later.

Turan published articles on the need to reform the procedure for mandatory vehicle inspection in order to eliminate the corrupt opportunities of traffic police officers and facilitate maintenance procedures for car owners. The publication of November 23, 2018 "Azerbaijan needs techno centers" http://www.turan.az/ext/news/2018/11/free/Social/ru/76878.htm stated that under the existing terms of maintenance the available capabilities of the Diagnostic Center of the Main Directorate of the State Traffic Police do not allow for inspection of the entire fleet.

In reality, under the existing situation, about 5% of motor vehicles are inspected. That is, in general, inspection is formal by nature and creates conditions for corruption. The article proposed to change the order of maintenance, allowing private repair centers to conduct mandatory maintenance. This innovation allows quick inspection near the residence of the driver. At present, Baku residents are forced to travel to the Diagnostic Center of the Main Directorate of the State Traffic Police located in the village of Zabrat. Car owners living in the provinces are required to go to regional technical centers for maintenance.

The new instruction does not provide for the possibility of technical inspections in private certified by the Ministry of the Interior technical centers. An interesting novelty is the connection to the ASAN civil service inspection registration process, but it is unclear how this service can help prevent corruption cases during technical inspection, if contact between car owners and employees of technical centers at the Ministry of Internal Affairs remained.
