Mirabad Rzayev is taken to the Shuvalyan jail
Civil society activist of «Kura" Mirabad Rzayev was arrested on July 13 in Saatli district, and delivered in the evening of July 16 to Shuvalyan detention facility in Baku.
Rzayev, a villager of Novruzlu, and his son Mirsaleh were arrested by police in the waiting room of the Chief Executive of Saatli region, Siragaddina Jabarov, where he had a complaint about the question of delaying the restoration of its housing.
A lawsuit was filed against him under the Article 315.1 (use of force against a government official), and his son was arrested for 10 days for disorderly conduct.
Rzayev, whose house has destroyed by the floods in 2010, already for two years is seeking a just solution to his problem at various levels of enforceability, and his complaint against the executive area, and the Ministry of Emergency Situations adopted by the Administrative Economic Court N1 in Baku.
During the arrest Rzayev’s rights have been violated, he was not provided by a lawyer. Formally, at a private court, he was represented by appointed lawyer. The fact that Rzayev’s relatives can not get a decision to institute criminal proceedings in any court, or from so-called lawyer to file an appeal, testifies to the bias investigation.
Repression in a flood zone, which covers eight regions in the Kura Lowland, began in early April of this year. First, in Sabirabad region was arrested Coordinator of "Kura" civil society, Oktay Gyulalyev, then Ilham Aimraslanov, a human rights defender, and now Rzayev.
In Sabirabad and Saatli there is almost unannounced emergency situation. Police regularly patrols the village, and local activists are under psychological pressure.
Thus, the authorities are trying to close the topic on elimination the effects of flooding, despite the fact that many problem remain unsolved, despite the allocation of a billion dollars for the region. Headquarters "Kura" had documented numerous cases of corruption in the issuance of compensation, the construction of the house, infrastructure, shore protection works, etc.
But despite the pressure force, the local residents insist on a just solution of the problem. On Monday, more than a hundred residents of several villages in Sabirabad came to executive power, to express dissatisfaction with the last issue of compensation. Last week began the issuance of compensation in the amounting 6,000 manat for each needy family, and this sum was lowered to 4,000, and then the issuance was completely suspended.
Complainants were not received by the chief executive Nazim Ismailov, police met them and drove away.—0—
