Today's press is focused on legal reforms during the reign of the late President Heydar Aliyev, "slippage" of the non-oil sector, and expectations of the upcoming pardon.
The newspaper Azerbaijan in the article "The Founder of Legal Reforms" assesses the reforms in Azerbaijan during the leadership of Heydar Aliyev. The author calls the adoption of the Constitution of Azerbaijan, which determined the priorities of the direction of state construction in 1995, an important landmark in the development of statehood.
The newspaper Echo in the article "Is the Plan of Economic Diversification of Azerbaijan Slipping?" considers the problems in the non-oil sector. Because of the rise in oil prices, the attention of the Azerbaijani government again switched from the non-oil sector to the extractive industry, that is, the plan to diversify the economy has again begun to slip.
Today, the tourist sector is developing at a rapid pace. If development continues at this pace, then by 2025 Azerbaijan can become one of the major tourist centers. In other spheres of the non-oil sector, there are no innovative or structural changes, or investments.
According to official data, in 2017 Azerbaijan exported non-oil products worth 1 billion 538 million US dollars, 24% more than in 2016. According to the Economic Reforms Analysis Center, of this amount more than $ 150 million accounted for revenues from the export of SOCAR products.
The website of the newspaper Azadlig has publishes an article titled "Aliyev Preparing for New Pardon - Salvation, or New Imitation". According to the publication, the pardon will be signed by May 10 - the birthday of Heydar Aliyev. Some sources even call a specific date - May 8.
The author believes the authorities have faced pressure and a threat of sanctions in connection with the negative assessment of the presidential elections on April 11 and the exposed facts of corruption of the ruling elite at the international level. To eliminate tension in relations with the West, the leadership of Azerbaijan can hold a large pardon, including many political prisoners.
Therefore, on the eve of the US Congress hearings on Azerbaijan on May 9, official Baku should be attentive to the pardon issue. -0-
