Study on the Employment of Disabled Persons
Baku/19.08.19/Turan: The Institute for Democratic Initiatives (IDI) released on Monday a study analyzing Azerbaijani legislation and practice regarding the employment of persons with disabilities.
Despite certain steps to ensure the employment of people with disabilities, people with physical disabilities often face discrimination in employment, the study noted.
The recommendations of the report suggest toughening the punishment of persons violating the rights of persons with disabilities by increasing fines.
The authors criticize the rule of law, according to which working disabled people are deprived of benefits. Often their salaries are equal to benefits, which deprives the disabled of the incentive to work.
In addition, it is recommended not to indicate in the documents the presence and absence of disability, because the first group disabled people can do work at home.
It is also proposed to accelerate the process of changing disability criteria.
The Minister of Labor Sahil Babayev at the end of last year announced the adoption of a new concept for the award of disability. At the same time, they will not be divided into 1st, 2nd, 3rd groups, but classified according to vision, hearing and other restrictions. However, after 8 months, no steps were taken in this direction.
The authors of the study consider it important to maintain the issuance of disability benefits even after the employment of persons with disabilities.
* The NGO Institute of Democratic Initiatives (IDI) was established on November 5, 2013 by a group of lawyers and public activists with the aim of promoting the formation of an open society in Azerbaijan through democratic initiatives. IDI is headed by a former member of the country's Central Election Commission, Akif Gurbanov.
