"E-government" works just as badly as A.Rasizade's team

Two years ago, Gulnara Huseynova was summoned to the State Traffic Police (STP), then there were also occasions to go there after phone calls informing me of a radar gun that detected speeding.

"I came, they showed me the protocol, on which a photo of a black Mercedes. The three-digit number was the same as on my car, with different letters and numbers on the registration number. I say: it is not my car in the photo, I have a white "Veracruz", and then a black "Mercedes". I made a noise, and left. A week later, they called again. I say: there's the Mercedes, leave me alone. They say no, it is not your car. Will you tell that all cars with such number are mine: I scolded again, and they left me."...

The reader can reproach the author, pointing out that this story happened two years ago and during this time much must improve in the STP. But last month, contact.az reported a similar incident, a recent one, when, after successfully passing a technical check-up at the STP technical center, the citizen's car was taken to the parking lot with charges of non-payment of the fine. The owner had to walk half a day in the offices of police officers, watch with them the records of road video cameras and prove that in the time and place indicated in the protocol her car was not there. After long ordeals the car was returned, confessing that the policeman making the protocol for the real, other violator was mistaken. And the name of the innocent driver will be removed from the computer database after the policeman pays the penalty he charged.

The fact that, despite loud statements about the transition to "e-government", this wonderful invention works just as badly as the government of Arthur Rasizade, almost in all spheres.

Today from the early morning I am trying to register my child through a new online system in the preparatory class in the pre-school, writes Gulzar Mustafayeva.

"Our system is like our education. The system did not recognize my documents, did not recognize my son, then it turned out that the school I wanted to register in was not on the list. There was not another school on the list, which was our last option. I did write it down to the third school, and only sighed calmly, having received confirmation on the mail, as it turned out now that both teachers, who will teach in this year (it was necessary to choose one of them), are taught in the Azerbaijani sector. I chose the Russian sector, the system confirmed it, and when I called the school, it turned out that there were no pre-school groups for the Russian sector for this year," Mustafayeva shared on Facebook.

It means that a real, non-virtual education system exists separately, and the illusory, living in the memory of the computer ministry - separately. The parent was lost between the two worlds, although both must work clearly, complementing each other.

All citizens of Azerbaijan must pay a daily social tax, which is collected in the State Social Fund under the Ministry of Labor and Social Protection of the population for payment in the form of pensions, unless, of course, the citizen lives to the retiring age that constantly runs away from him. And once a quarter, everyone is required to fill out an online report in the portal of this ministry. For being late or missing a report is fined. From the very first day of the online reporting system of the Social Fund, it was simply not available to ordinary citizens due to its software complexity. An untrained user did not even try to report online, although a similar report in the Ministry of Taxes passed, as they say, "with a bang." Finally, after a lot of articles in contact.az, the Social Fund fundamentally changed the monstrous form of online reporting, making it even easier than for the tax authorities. It seemed, here it is - joy! But due to software failures at the end of the first quarter of this year, the modernized and simplified website did not work again, citizens suffered from computers, there were so many disruptions that they decided not to fine the Social Fund for not submitting online reports.

Three more months have passed and 20 days have come, during which it is necessary to report for the second quarter. The site is jamming again. The author of this article again could not report on his own, and again he was assisted by workers of the Yasamal district branch of the Social Fund under the Ministry of Labor of Social Protection of Population.

The project "E-government" was developed on the basis of the "National Strategy on Information and Communication Technologies for the Development of the Republic of Azerbaijan (2003-2012)" and is implemented within the framework of the State Program "Electronic Azerbaijan", the website of the Ministry of Transport, Communications and High technologies. This ministry is responsible for the storage of the database and the smooth operation of the system. Some electronic services are functioning properly, but there are many examples of the abhorrent work of the Azerbaijani "Electronic Government", as well as official boasting about the success of its functioning.

We will review the list of services offered by E-government: payments to social funds, electronic declaration, tax invoice, registration of new companies, customs declarations, e-licenses, e-purchases, e-quotations, e-auction, issuance of certificates, etc. If all our auctions, customs and other listed procedures are conducted exclusively in electronic form, that is, without the participation of the "human factor" that is doubtful in Azerbaijan, then where from are so many cases of corruption?
