Protection of the Proprietary Right, Recommendations of Institute of Peace and Democracy (IPD)
1. Demand that persons visiting you at your home present certificates to identify their service in executive agencies and/or police
2. Do not let ANYONE in who refuses presentation of certificates, and do not speak to them. Persons in police uniform must present their police certificates!!!
3. Make sure that you photograph or copy out presented certificates
4. Install a photo or video camera at the entry door to record persons introducing themselves as housing department personnel, executive and police officials. Make sure that you photograph in spite of certificates presented. It is your right to photograph any person at your place.
5. Make sure that you record conversations with visitors using a dictaphone, a tape recorder, etc.
6. Do not sign for receipt of any papers unless properly stamped by a relevant organization and signed by an authorized person.
7. Make sure that you familiarize yourself with provisions of the AR Constitution (Articles 13, 29), Civil (Article 157) and Housing Codes (Article 31) currently in force (available on the internet).
8. Make sure that you familiarize yourself with the AR Law on Police. Brochures with the Law on Police and comments by senior officers of the AR Internal Ministry and OSCE experts (in Azerbaijani) are available free of charge in the IPD Office. The brochures were published during the joint project of IM, OSCE and IPD.
9. We strongly recommend that citizens who are not happy (exclusively these citizens!) with proposals on redemption of their property apply to court.
10. Electronic versions of photos of persons who visited you at your home, photos of their ID cards, records of conversations with an enclosed copy of your ID card (specifying your address) and the date of their visit to your home should be submitted to IPD by e-mail (ipd1995@gmail.com)or in hard copies at 1-2, 38 Shamsi Badalbeyli street, from 14.30 to 18.00 (except for Sunday).
Item 10 shall apply only to citizens who want their collected materials to form the basis of a report of international human rights organizations on legal arbitrariness and massive violations of rights of citizens of the capital of Azerbaijan.

I am firmly confident that your materials will contribute to the execution of the call of President Ilham Aliyev, "I request that ... all citizens of Azerbaijan inform the Presidential Administration ... about all unpalatable facts, all kinds of unfairness, unreasonable demands, to urgently eliminate these blunders and this evil", and make a difference in the anti-corruption fight carried on by Mr. Ramiz Mehdiyev, Chairman of State Anti-Corruption Commission.
