1Why are not the provisions of the November 10 statement being implemented?

Baku/10.11.22/Turan: Two years have passed since  signing the Statement of November 10, 2020. This document  signed after 44 days of war by Azerbaijani President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan, and Russian President Vladimir Putin is a ceasefire declaration that ended the Second Karabakh War.

The statement, in particular, provides for the return of the occupied regions to Azerbaijan, the opening of communications between the parties to the conflict, the deployment of Russian peacekeepers in Nagorno-Karabakh and the creation of a Joint Russian-Turkish Monitoring Center as a mechanism for monitoring their activities, as well as other issues related to the settlement of the conflict.

The Azerbaijani side accuses the other side of not fulfilling the 4th (withdrawal of the Armenian armed forces from the part of Karabakh populated by Armenians) and the 9th points (ensuring safe transport links between the western regions of the Republic of Azerbaijan and the Nakhichevan Autonomous Republic in order to organize the unhindered movement of citizens, vehicles and freight in both directions) statements.

 

Why were not the provisions of the statement fulfilled during these two years? What does prevent this? What happens if the conditions of the declaration are not met?

Military expert Uzeyir Jafarov answers these questions in the “Difficult Question” program.

According to him, the most important point of the Statement signed on  November 10 is the 4th point, which refers to the deployment of the Russian Federation peacekeeping contingent in the Armenian-populated part of Karabakh in parallel with the withdrawal of the Armenian armed forces. But it has not been fulfilled.

“The 7th paragraph of the Statement, concerning the return of internally displaced persons to the territory of Nagorno-Karabakh, has not been fulfilled either.

The 9th paragraph of the document, which refers to the provision by Armenia of safe transport links between the western regions of the Republic of Azerbaijan and the Nakhichevan Autonomous Republic in order to organize the unhindered movement of citizens, vehicles and goods in both directions, has also not been fulfilled,” Jafarov said.

In his opinion, Russia is the main culprit for non-compliance with the provisions of the Declaration. “The Russian peacekeeping contingent (RMC) is busy there with anything other than peacekeeping. Therefore, Azerbaijan's position should be toughened,” the expert said.--0--
