Baku/07.02.14/Turan : Azerbaijan is preparing for the introduction of a common tax return. But you cannot move to a common declaration of income without committing financial amnesty. About it at today's press briefing under the III Baku Tax Forum "Azerbaijani tax system : Realities and Perspectives" spoke the Minister of Taxes Fazil Mammadov .
"This is a very large project that requires the preparation of many procedures . For full legalization of income financial amnesty is inevitable, " said the head of the tax department of the country . In the summer of 1992, after the independence of Azerbaijan in 1991, President Abulfaz Elchibey announced financial amnesty. However, monitoring for the functioning of the political act was not carried out , experts say.
Chairman of Public Association "Support to economic initiatives" Azer Mehtiyev told Turan that financial amnesty is a very necessary step towards establishing fiscal discipline and eliminating mass tax evasion. Legalization of illegal, hidden and received bypassing tax income and assets, is achievement of that goal.
" The only question is what form this amnesty will be carried out, that is how it will be applied to the income," he said.
According to the economist , in international practice , there are various approaches to financial amnesty . However, in most cases it applies to businesses and citizens without public office.
Financial amnesty cannot be applied to civil servants and incomes received in a criminal way, Mehdiyev stressed . - 08B-
