Approved the strategy of the Information Society

Ilham Aliyev approved the national strategy for the development of the information society for 2014 - 2020 's.

The document defines the priorities for ICT infrastructure development, high technology, strengthening scientific and technical potential, e-government, training , and information security.

In the next 10 years it is expected to increase the volume of ICT 4.5 times, the volume of which is currently estimated at 1.9 billion USD. The document lists the economic and statistical indicators that Azerbaijan is ahead of many countries and is a leader in the region in terms of ICT development, access to internet and computers.

Commenting on this document for Turan, an expert in the field of media, Alasgar Mammadli, said that the document itself is a program and it is important how it will be applied.

To achieve real results, it is crucial to eliminate the monopoly in the field of ICT and create an atmosphere of healthy competition, and open it to foreign investment.

In addition, there should be eliminated, programs limiting the receipt and dissemination of information (filters).

Comparing Azerbaijan with its neighbors, Mammadli said that Turkey earned 43 billion USD from the ICT sector in 2013. This is an indicator of successful investments, guarantees for business and foreign participation. Therefore, indicators of Azerbaijan in this field are more than modest.

Referring to monopolies, the expert noted that Azerbaijan mobile operators sell 1 GB traffic at 3 manat, which is very expensive.

In addition, none of the mobile operators offers unlimited Internet. Another problem is the restriction of 3G communication in a part of the country.

90 % of the Internet traffic belongs to the same company that dictates the conditions and supports higher prices.

ICT resources play a huge role in promoting democracy and freedoms.

Now in Azerbaijan, there are 1 million 300 thousand users of Facebook and 100,000 users of Twitter and YouTube, and these figures will rise, he said. -03B-
