Elchin Mammad believes his detention is illegal (updated)
Elchin Mammad , the Editor-in-chief of Sumgayit "Yukselish Namine" newspaper ("In the name of rebirth") and head of the NGO "Legal Education of Sumgayit Youth" detained the evening of August 9 Gazakh border checkpoint at the exit of Georgia, was released.
In an interview with Turan, he said that at the border told him that the Main Directorate for Combating Organized Crime (GUBOP) MIA last year imposed a ban on his leaving the country.
However, despite the fact that Mammad presented the court decision on removal the ban on travel-entry, the border guards did not attach importance and handed Mammad to police.
Till midnight he was held in Gazakh district police department. Only after the police department received the fax from the head of the investigation department Janpolad Daanov, the activist was released after taking a receipt from him .
Mammad recalled that a year ago he also was not let out of the country, and he filed a lawsuit. The judicial investigation ended on 24 May, when the Baku Administrative-Economic Court N 2 has decided to eliminate the restrictions on his leaving the country.
"Finally the court's decision came into force, and I received a document confirming this.
The judgment confirms that the restrictions on the entry and exit from the country were canceled, that is, his detain was by the department of the Ministry of Internal Affairs was illegal," said Mammaed.
According to him, the Interior Ministry explained the ban on the presence of credit debt by Mammad.
"We took out a loan for the purchase of equipment for our NGOs to 5000 manat. At the moment our dent to bank is AZN 1800, and the lender did not start against us any litigation. Only court can pass a ruling on not leaving the country. His arrest at the border and not the execution of the judgment Mammad regards as a violation of his rights and Constitauion.—06D—

From there he was taken to the Gazakh region police department, according to the colleagues of the journalist.
A year ago, Mammad was also not allowed to leave the country. The ban on his leaving the country imposed the Main Directorate for Combating Organized Crime (GUBOP) MIA. He appealed the decision, and 24 May Baku Administrative-Economic Court N 2 decided to remove the ban on leaving the country.
Interior Ministry then stated that the ban is related to Mammad’s debt to the bank.
