The Former Rector of the International University, Elshad Abdullayev, told the media that on the eve of parliamentary elections in 2005 he gave MP Gular Akhmedova $ 2 million in exchange for election to Parliament and the release of his kidnapped brother, Mahir Abdullayev.
As follows from the statement, intermediaries in the operation of the alleged transfer of money to be given to the head of the Presidential Administration, Ramiz Mehdiyev, were deputies Akhmedova and her friend Sevinj Babayeva. The money was allegedly transferred to Babayeva, who was to give it to Akhmedova, and she promised to transfer 2 million to Ramiz Mehdiyev.
The plaintiff alleged (and the lawyer Adil Ismayilov confirmed) that he has in the prosecutor’s office a video and audio recording of meetings with Akhmedova and Babayeva. After the deputy Akhmedova did not fulfill her promises and threatened physical violence, Abdullayev presented incriminating evidence to the Prosecutor General, Zakir Garalov, and demanded a lawsuit be filed under Article 311 of the Criminal Code (bribery). However, neither the chief prosecutor of the country, nor the head of the department to work with law enforcement agencies of the Presidential Administration, Fuad Alasgarov, filed a lawsuit.
Abdullayev’s nephew signed a contract in 2010 with a lawyer, Adil Ismayilov, to protect his rights. However, Eldar Ahmedov, the head of the Department to Investigate Violent Crimes in the Prosecutor Office of Azerbaijan, did not recognize the right of the lawyer to represent the injured party.
Eighteen months later, Ismayilov’s rights were recognized, but on July 17 a petition of protection for documents of the kidnapping and murder of Mahir Abdullayev (brother of the former Rector of AMU) was rejected. Abdullayev said that he paid the kidnappers $ 3 million for the release of his brother. Mahir Abdullayev worked as the department head of the Academy of the National Ministry (NSM).
The former rector, now hiding in France, in his appeal to mass media is claiming compensation for injury, and requesting that the authorities leave him alone. He is concerned for his life.
Turan correspondent asked the deputy Gular Akhmedova and the Prosecutor General of Azerbaijan to comment on the matter. The MP did not respond to a request from the agency, and the spokesperson of the Prosecutor General Office, Eldar Sultanov, said it is possible to answer only after an official reaction by the Prosecutor General.
* Abdullayev left Azerbaijan in December 2010. On November 24, 2010, the prosecutor’s office filed a lawsuit on illegal transplant of organs in a private clinic at the International University. No lawsuit was filed against Abdullayev personally. Earlier, in the summer of 2010, his university was closed.
It is strange that the prosecution rejected facts on illegal transplants presented by the Ukrainian Interior Ministry, and only three months later filed a lawsuit. Investigators from Ukraine, where a transnational group of doctors also conducted an organ transplant, came to Baku to participate in the investigation. Among physicians there were citizens of Turkey, Ukraine, and other countries.
The crime is that doctors bought donor kidneys for $10,000 and charged the transplant recipients much higher rates. The cost of a transplant operation reached $100,000. According to unofficial data, more than 10 such operations were made in Baku. —0--
