Number of Lawyers Grows, but They Are Still in Short Supply
Baku/19.01.21/Turan: Over the past three years, the number of lawyers in Azerbaijan has doubled. This is stated in the report of the Bar Association.
In the period from 2004 to 2018 the number of lawyers increased by 600, reaching 931.
From 2018 to 2020 the number of lawyers increased by 913, reaching 1,844.
If three years ago the number of lawyers' structures (bureaus) was 39 units, and now their number has reached 100, the report says.
Note that Azerbaijan still lags behind among European countries in the number of lawyers for every 100 thousand people. So, in Azerbaijan there are 18.4 lawyers per 100 thousand inhabitants, which is 8.8 times less than the European average (162 lawyers per 100 thousand people).
The Bar Association explains this by the small number of people in Azerbaijan with higher legal education. "The number of university graduates with a degree in law is about 10 times less than in other countries and this affects the number of lawyers," the report says.
However, in recent years about 10 lawyers specializing in the human rights field have been expelled from the Bar Association or suspended temporarily. Former member of the Bar Association Khalid Bagirov, commenting on the situation to Turan, said that, despite the increase in the number of lawyers, Azerbaijan lags far behind European countries and even neighboring Georgia.
“It is necessary to increase the number of lawyers in order to increase competition and the quality of legal protection. Formally, the number of members of the Board has increased, but not all of them are actively involved in advocacy,” Bagirov said.
It should be noted that Bagirov himself was expelled from the Bar Association during the period of the defense of famous political prisoners. Last year, the ECHR found the termination of Bagirov's powers unlawful. —03B06-
