PRESS RELEASE - 08.08.17

The main topics of today's newspapers are the possibilities of turning Azerbaijan into a main gas exporter, the degree of protection of private property, accidents committed by the offspring of officials, and the future of education abroad.

The Azerbaijan in the article titled Azerbaijan Gas (http://www.azerbaijan-news.az/index.php?mod=3&id=127707) notes the increase in the global energy security of the gas factor.

Against this background, the Azerbaijani gas project Shah Deniz takes on special significance. It has become the main source of gas for the Southern Gas Corridor, which plays an important role in the energy supply of Europe. 93% of works in the project have been executed. The confirmed gas reserves of Azerbaijan make up 2.6 trillion cubic meters, which means that Azerbaijan will play an important role in the energy supply of the countries of the region and Europe for decades.

The Echo in the article How Private Property Is Protected in Azerbaijan considers the problem of protection of property rights (http://en.echo.az/?p=61626).

"In Azerbaijan, cases with respect to property rights are not the best way. In the last 10 years alone, more than 1,000 appeals have been sent to the European Court of Human Rights, where violations were noted in the protection of private property," the economist Natig Jafarli said.

In addition to corruption and monopoly, business representatives have always complained about poor enforcement of laws on the protection of private property.

"That is, the issue of property protection is one of the top three problems that concern businessmen in Azerbaijan. Legislative protection of private property in Azerbaijan is not implemented in practice - in any case, so say entrepreneurs. The rules on the protection of private property are not always enforced. This problem is quite acute, and it hampers the development of the investment climate in the country," Jafarli said.

In addition, citizens' rights are violated when they are compensated for demolition of their housing.

Novoye Vremya in the publication Grandfather Cannot Be Liable for Grandson"s Sins: Story of Offspring of Officials (http://www.novoye-vremya.com/w101347/.../#.WYisgIiLTIU0) raises the theme of the commission of resonant road accidents by children and grandchildren of high-ranking officials.

The occasion for another public indignation was the commission of an accident, which resulted in the death of two people, by a grandson of Deputy Prime Minister Ali Hasanov, Naeel Allahverdiyev.

Information about the numerous accidents involving the grandson of Ali Hasanov, which took place even before, and about cases of insulting the traffic police officers, was transferred to the relevant authorities. It also became known that whenever the traffic police stopped Naeel Allahverdiyev and his friends for violations, it was at the request of Ali Hasanov that the case was not allowed to proceed. Ali Hasanov, speaking of the accident that his grandson arranged, did not withdraw his guilt, saying that "in the legal state, responsibility is personal."

A few weeks ago, General Novruzali Orujov lost his post for the fact that his son beat a bus driver.

In 2014, Khalid Madatov, the son of the deputy chairman of Azerbaijan Caspian Shipping Company, Mubariz Madatov, while in a state of intoxication, rammed a VAZ-2106 at his Mercedes Gelandewagen (state number 90-FE-007). Then, as a result of the accident, two passengers of the VAZ car, Brilliant Abdullayeva and young Agasalim Abdullayev, the wife and grandson of the People's Artist Agasalim Abdullayev, were killed. This road accident caused a great public reaction, and after it, Mubariz Madatov, on the orders of President Ilham Aliyev, was dismissed from the post of deputy chairman of the Azerbaijan Caspian Shipping Company. His son, the culprit of the accident, was sentenced to 12 years in prison. However, three years later he was pardoned.

The website of the Azadlig newspaper, Azadliq.info (https://www.azadliq.info/198669.html) touches upon the topic of stopping the program of state financing of study abroad. The author believes the government spent public funds in an uncontrolled way and has now curtailed the investment program for the future of the nation.

As the expert Kamran Asadov noted, the program of training young people abroad for 2007-2015 allowed more than 3,500 people to get education in foreign universities. However, in the first five years, the selection of students was not transparent. As a result, some students could not complete their education. On the other hand, many graduates preferred not to return to the country. And those who returned could not find an application for their knowledge.

In total, 75 million manats was spent on the implementation of the program. However, the return from it was low. -0-
